Naphtali Dunkley (Tali), the visionary founder of We Mean Business Programs and Services LLC (WMB), initiated this transformative venture in 2015 with an unyielding commitment to elevate communities in Jamaica and underserved areas of Delaware. Armed with a 2015 BA in Marketing from Delaware State University and previous financial expertise from prominent banks, Tali's journey was rooted in identifying societal gaps and crafting solutions.

His extensive professional background, including a presidency at the American Marketing Association and hands-on experience as a substitute teacher in Wilmington, laid the groundwork for his insights into education dynamics and community needs. In 2018, Tali steered WMB towards pioneering Career Mapping and entrepreneurship training, marking a pivotal moment in workforce development, fostering future planning, and enhancing employability skills.

Recognizing the imperative for holistic care and mental health support, Tali's insight led to the inception of Behavior Education in 2020. His meticulous approach involved a comprehensive 6-month study and international exploration, dissecting the paths that lead individuals to troubled behaviors and focusing on proactive solutions to avert restorative justice needs.

Despite personal challenges, including a period of homelessness between 2019 and 2023, Tali's determination to serve persisted. During the pandemic, residing in his car with his loyal companion, King, he persevered, demonstrating resilience by utilizing resources at his disposal, such as bird baths at a local Home Depot.

Remarkably, this same Home Depot would later become a partner in Tali's mission, aiding in the employment of two individuals facing barriers due to their criminal background. His altruism extended beyond WMB, exemplified by his grassroots efforts in founding the Spring Park Development Association (SPDA) in Jamaica, aiming to build a community center by 2030, with a goal to uplift the community.

Currently, as the Executive Director of WMB and a Master Case Manager for the State of Delaware, Tali strategically combats gun violence by providing crucial case management to individuals at risk, leveraging his expertise and fostering positive change.
